Introductory Points: This document aims to draw attention to the impact that the continued failure to adapt to the reality of extra-terrestrial life and associated new technologies will have on all strata of civilian and political life. This issue is vast and complex and cannot be suitably summed up in a few paragraphs - for this reason we can also make available a series of online references and sources and additional media presentations specifically intended to run alongside this initial briefing.

In the summer of 2009, 1400 people attended the European Exopolitics Summit at which the UK Initiative was present. The summary points made at this event and a close examination of post-war geopolitical history allows us to establish the following points with significant certitude:

1.       Sufficient evidence indicates the planet is being engaged with by a variety of “non-human” intelligences on an ever increasing and urgent scale.

2.       This situation has historically been subjected to a truth embargo by a wide array of ‘above-government’ groups and/or [Trans] National Security apparatus.

3.       Implicit in this situation is the issue of sequestered energy technologies which offer a viable, non-polluting method of catalysing us into a safer and more equitable vision of a global society.

In recent years the British MoD and National Archives have begun releasing decade’s worth of files on this very area as part of dealing with increased demand from the public. The global exopolitics community however are calling for a formal acknowledgement of the ET presence by political structures and can offer advice and support to this effect. There is significant feeling amongst researchers at all levels of this issue that failure to do so will result in further social problems in the near future as the phenomenon itself finds other avenues to reveal itself. This is not so much an issue of ‘UFOs’ and ‘aliens’ but more one about where we and who we are as an ever globalising culture in the 21^st Century.

Facets and Evidence

Intervention - These visiting intelligences appear to have an interest and possible stake in our planet and its future. Sightings and interactions increased radically following nuclear weapons testing around the end of WWII and in addition we have situations mostly unknown to the public where nuclear missile tests have been disrupted[i] and in the case of military bases – weapons co-ordinate programming have been changed or their ability to launch temporally terminated[ii].

UK Defence Significance – Former Navy Admiral Lord Hill-Norton formally asked the government via several public platforms how the MoD’s line of “no defence significance” can be justified given the 1980 Rendlesham Forest incident. More recently the MoD’s own files reveal the profound contradictions of this point as we find a full account of how an experienced US Air Force pilot was ordered to shoot down a huge UFO over the UK mainland in 1957.[iii]

Back-Engineering and New Energy Systems – Implicit in the UFO issue is the use of advanced, non-polluting energy forms which are urgently needed to gradually replace fossil fuel sources and supplement newer ‘green’ energy formats. Sufficient evidence and testimony exists to indicate the fact that satellite groups have reverse-engineered retrieved off-world hardware and have access to both working, advanced-powered ARVs[iv] and energy forms that exploit the so-called zero point or quantum flux process. In the UK, Professor John R Searl created and engineered working ‘levity discs’ and the SEG or Searl Energy Generator – the latter requires a minor magnetic charge to begin generation of ‘over-unity’ energy.

Space Weaponisation and Deceptions – As the next shared frontier it is crucial we aim to adhere to certain rules of an interstellar society. Without a formal acknowledgement of off-planet intelligences there is an inadequate context for the discussion of space as a nuclear and weapons free environment. In addition the possibility currently exists for alien life being used as an artificially generated threat to the human race by opportunist militarist groups seeking to use this as a distraction. The chief post-war NASA engineer Wernher von Braun indicated that the ET “threat” would be used in just this manner in the near future.[v]

Previous and Current Piecemeal Disclosure – In addition to ongoing revelations regarding life on Mars and the Vatican’s recent announcements declaring that extra-terrestrial life does not clash with formal faith we now see nations contributing to transparency in this area via the file release process. To date the government or relevant defence department of over 8 nations have begun this process. In 1999, a group linked to the French government released the COMETA report concluding that 5% of all analysed UFO sightings were unexplainable by conventional means and that the most likely explanation for these objects was the extra-terrestrial hypothesis. In 1978 the United Nations General Assembly put forward UNGA 33/426 requesting “Establishment of an agency or a department of the United Nations for undertaking, co-ordinating and disseminating the results of research into unidentified flying objects and related phenomena.”

Above all, when we take just the area of UFO sightings, we can see this issue is expanding and refuses to be ignored or remain hidden. In 2008 – the British MoD sightings reports had exceeded all previous records. To date the first half of 2009 had doubled the figures for the 2008 period[vi].

Shifts in perception and public acclimation – Several additional factors demonstrate the degree to which this issue is entering mainstream consciousness:

-          The UFO/ET issue is the second most regularly searched area online, the first being porn.

-          The Vatican has made two formal statements in the last few years indicating that an acceptance of off-planet, ET life does not clash with orthodox church views and philosophy[vii].

-          The British Royal Society recently discussed the fact that ET life could well be human-like[viii].

-          Nick Pope, former MoD UFO Desk employee, suggests that the new range of powerful space telescopes could open an appropriate avenue for formal acknowledgement of alien life.

Summary and Way Forward

The issue of planetary visitation, new energy systems and the compartmentalised sectors of the military industrial complex that have previously sought to contain these factors is one which needs confronting on an urgent basis. The exopolitical points made briefly above are a fraction of the wide range of data available which on balance indicates that failure to formally acknowledge will serve to create further societal strain. Far from being a side issue, investing resources in this area will have a positive impact on economics, science and culture as we see it today. We suggest the following be implemented to add to and accelerate the current process of public acclimation:

-          A representative of government formally acknowledges life outside the planetary geostation. There are a number of ways to achieve this in a context where it would probably make front page news for a day and we could move on. We can advise if need be.

-          Similar to the recommendations made at the European Exopolitics Summit in 2009, the UK should support the creation of a European or national organisation which would process issues related to the UFO issue – including sightings, education and political aspects.

-          A formal amnesty system is created to support past and current personnel who’ve been linked to this issue and wish to disclose their role. Similarly support for civilian whistle-blowers, direct experiencers of the alien phenomenon and researchers in the area of free energy platforms.

-          Create a cross-platform research panel to research appropriate structures which would be enacted as part of any overt contact scenario.
