DavID, I don't think you are "missing" anything...in fact...I think you may figuring a few truths out.
The Cylinder Seals were taken by operatives (and a few are still in
custody/safekeeping) from Iraq. They were initially taken to Tinian
Island, and stored near San Jose...yes...the same Tinian as the Enola
Gay. From there, they were taken to a safekeeping place. That is where
they will remain until we are out of the "red zone" on the Galactic
Plane.
How can anyone, really, tell the fragile people that so
much of human history has been changed by the foolish actions of
ourselves?

In
the case of Lybia, when it happened it was hidden under the old WMD
issue...and actually such devices are a WMD, if you want to think about

Norwegians didn't want to feel alone, after they handed their single
unit over, at Mosjoen, a year before. But, Putin wanted to divert from
his predecessor and wanted us to allow it without economic pressure.
So, he got his tough line, his little authoritarian Article 16 without
UN pressures, and we got the gates.
