DavID, I don't think you are "missing" anything...in fact...I think you may figuring a few truths out. The Cylinder Seals were taken by operatives (and a few are still in custody/safekeeping) from Iraq. They were initially taken to Tinian Island, and stored near San Jose...yes...the same Tinian as the Enola Gay. From there, they were taken to a safekeeping place. That is where they will remain until we are out of the "red zone" on the Galactic Plane.

How can anyone, really, tell the fragile people that so much of human history has been changed by the foolish actions of ourselves?

Serious discussion, maybe for another time.

In the case of Lybia, when it happened it was hidden under the old WMD issue...and actually such devices are a WMD, if you want to think about it?
