In addition to this video, there is also a 2 hour audio interview with "Victor" which is really interesting [and really hard to locate]. He seems to know his stuff and is convincing as far as the nuances of covert or above-government projects goes. How authentic the actual EBE footage segment is I don't know. His story about how he obtained it made sense at least.
Regarding the EBE itself : those that immediately claim the 'puppet-like' effect gives this the impression of a hoax need to read a few moreencounter reports - this type of movement is often associated with this race of ETS.
