Exopolitics UK revisits the 2004 Monterrey "Flying Witch" events and through an analysis of the video footage contemplates the true weirdness of the Mexican skies
"This story certainly has been causing a great stir here in the city of Monterrey, N.L. Mexico and I would like you to know the facts involving a Police Officer, a flying humanoid entity and a mobilization of police forces in a bizarre, unprecedented incident”. - Letter to Jeff Rense from Santiago Garza, 23rd January 2004
The events which took place on the evening of the 16th January 2004 near the town of Monterrey, Mexico represent a profound phase shift in the nature of modern human contact with the Other. The inner terrain of consciousness has been colonised by all manner of flying entities for millennia, from angelic beings to Icarus to superman and yet in Mexico these entities have appeared to have forgotten they are purely so-called "mythological constructs" and have allowed themselves to be captured on film as they fly in from the universe next door.
What makes this event so significant it the fact that we have a complex narrative of events backed by some of the most strongest video evidence for the phenomena of the "flying entities". We have direct eyewitness testimony from dozens of witnesses both on video and from written statements as well as two police officers who spoke of being attacked by this entity they described as a "flying witch".
In addition to this we have further video analysis of the footage, which itself is absolutely breathtaking in its implications and we can situate the footage, the attack on the police officers and the many eyewitnesses to these events in a wider contest of multiple sightings and video recordings of similar "flying entities". Perhaps we can also see these events as a part of a process of interaction with flying entities that go back millennia.
Along with the Mexican video footage of "ufo fleets", the flying humanoids can be read in one sense as an ontological response by the OverMind to the Control system which polices the borders of the 'real' and dismisses all anomalous phenomena as "clever fakes", "helium balloons" "plane lights" "remote controlled toys” and the other 57 varieties of Hynek's "swampgas" motif.
While the possibility remains that some (but not all) of these flying entity events are staged false flag psy-ops to monitor the ontological and psychic response of a given population to "alien contact" (utilising terrestrial black budget technology to create simulated events). The sheer strangeness of the various 'flying entity' footage suggests that such an explanation, while theoretically possible, hardly seems satisfying. Instead, these incursions from the Other can be contemplated as an attempt by a meta-intelligence to deconstruct the western reality studio one brick at a time.
SEGMENT 1 - Jaime Maussan and Santiago Yturria Garza 2006 UFO Congress Lecture
The first segment is a seven minute clip of various "flying humanoid" footage including the Monterrey events, taken from the lecture given by Jaime Maussan and Santiago Yturria Garza (who as a resident of Monterrey was well placed to report on the events) at the 2006 16th Annual International UFO Congress, Laughlin, Nevada, USA.
This segment features numerous video footage from all over Mexico spanning the last seven years as well as eyewitness testimony from the Mexican police amongst others who have encountered this phenomenon. The video begins with a reference to the entity that residents of Flatwoods Virginia encountered on 12th September 1952. Described as a humanoid "witch figure", the image certainly has the archetypal characteristics, complete with a "pointy hat" motif. This image is a historical precursor to the modern day case of the "flying witch" which appeared in the skies of Monterrey, Mexico where Yturria lives on January 16, 2004.
What is fascinating about this case, aside from the truly amazing video footage, is the fact that the local police force were amongst the witnesses as two of their number were attacked by the entity. The segment also shows other flying entities captured by the Mexican (and occasional American) skywatchers since 2000. There is footage from January, March and July2000 in various locations across Mexico and the footage clearly shows the entity or entities have a humanoid form.
SEGMENT 2 - Mexican TV Report (English Subtitles) Note: Near the beginning of the footage of the "flying witch" the date stamp reads 17 5 06. Because of this we initially thought there were almost identical events taking place two years apart. We assume either the initial date stamp was incorrect or it was added at a later date.
The second video is a translation by "Ondro1" on youtube of a Mexican TV report of the "flying witch" or "brujas al acecho" events (date of broadcast
unknown). The show called "Primer Impacto" begins with the amazing shot of the "flying witch" slowly flying over the hills of a remote village outside Monterrey before "it" appears to descend and begin 'walking' before the entity encounters a ravine and once again jumps up and floats as the video camera captures it flying directly in front of the hills. The movement, its orientation and walking motion clearly suggests a biological origin or at the very least a bio-mechanical entity at work.
After the clip, two police officers are interviewed. The first officer, Gerardo Garza relates his first impressions of the entity which he ascribes a female gender to: "It was a person dressed in black, with huge claws. She had her head hanging down. I stepped back to the room and saw the creature looking at me".
Interestingly, the news report goes on to say that Officer Garza saw two humanoid creatures flying above the local cemeteryof the village in circles which is directly under the flight path of the flying entity that was captured on film.
This not only provides continuity and corroboration to the story, it also shows that perhaps the mythological motif of the "witch" has a phenomenological underpinning after all. That and/or the flying entities share a similar absurd and surreal cosmic humour as the trickster aliens who in 1961 after landing on a chicken farm in Wisconsin gave the owner Joe Simonton four pancakes.
In addition to their apparent opposition to the forces of law and order as testified to by the second police officer witness Leonardo Samaniego who in the news program has the following to say: "She was dressed in black with huge eyes...dark skinned...she wore a long pointy hat and was flying through the air".
The entity actually attacked the Officer while in his car by flying at his windscreen (as related in detail later in this article) and as we can see in the video while receiving medical attention, the officer is clearly shaken and traumatised by the incident.
The program also shows other flying entity footage including an absolutely surreal clip of a flying entity "bouncing" up and down in the sky on five perfectly spherical clouds in a clip very reminiscent of the Japanese 70's TV show "Monkey".
The TV report goes on to say that: "eyewitness accounts concur with those testimonies given by the police officers that claim to have had flying witches confronting them". It then reports that "according to the
local ufo club, strange things keep hovering above this town".
Finally because this is television and lest the viewers form the opinion that consensus reality is falling apart, Julieta Fierro an "expert debunker" and astronomer is wheeled on in the final segment to provide an "objective" reading of these anomalous events. Her testimony is unintentionally hilarious as the editors have the clip of the entity clearing flying over the hill while she tells the viewers:
"There is nothing in that video...people have a tendency to invent things and put faces to the unknown, this video is a joke and proves nothing".
The funniest moment is when she puts on a pair of "deely boppers" and announces she is a "ET complete with Martian antennas" and asks the interviewer to now prove she isn't an ET. Sadly the interviewer didn't oblige and rip the headset off! They do however ask rhetorically "But then...what was that object that flew the skies of Monterrey?" Sadly her answer isn't recorded.

SEGMENT 3 - Video Analysis of the Flying Witch Footage
The third segment is a video analysis of the key scenes from the 'Primer Impacto' TV show 2004 by 'artist and freethinker' Emanet Kaos of the open art community seventhcomplex.com
website. As Emanet says about the footage: "I am not attempting to prove anything to anyone, when I found this video it instantly struck me as very odd. I had to "look" much closer at it. When I did, it solved nothing; instead (it) just made the footage even more strange."
We applaud Emanet for taking the time and the effort to enhance the video footage and more so, his refusal to offer a final 'objective' interpretation of the observed phenomena:
"I think I can see a 'human like' living moving life form which has a chrome backpack on his back with a small control panel which wraps around the person from his left side (waist high) to a position directly in front of them. There are parts in the video where one can also detect hands moving around on this panel"
The enhanced analysis focuses on the part of the footage which appears to show the figure "walking" across the brow of the hill before appearing to 'pull its knees up' and floating over a small ravine.
Rather than providing any "answer" or "proof" either in terms of falsification or indeed validation, the strangeness of the footage infact intensifies. Perhaps one of the strongest indicators that we are no longer in Kansas anymore is the fact that repeated viewings simply deepen the mystery of the "flying witch". As Emanet Kaos writes: "I am confident it’s not a balloon. I am confident it is a living creature on a vehicle of some sort. I am confident it is not a jet pack."
SEGMENT 4 - Simulated Flying Entities & Military Black Technology
The 'objective status' of any video footage cannot be determined simply by staring at it for a long time. One cannot simply step behind the footage
and decide whether it is "real" or "false" without more information. It is hard to believe, as some people suggest, that the footage is a CGI generated
production and the supporting cast of ufologists, police officers and eyewitnesses are simply 'paid' to add authenticity to a simulated event.
As mentioned in the opening paragraphs, a possibility exists that the 'flying witch' events are a staged false flag psy-op to monitor the ontological and psychic response of a given population to "alien contact" utilising terrestrial black budget technology.
The concept that both alien crafts and alien contact have a terrestrial origin (either partially or in their totality) has been explored widely.
From Martin Cannon's Controllers to Dr Helmut and Marion Lammer's MILAB (military abductions) hypothesis and more recently Steven Greer of the Disclosure Project who suggests both ARV's (alien reproduction vehicles) and PLF's (programmed life forms) are utilised by Control to spin the view that the extraterrestrials/ultraterrestrials are simply evil malevolent fiends who want our DNA, our cows and ultimately, our planet.
The concept that staged events are used to simulate the experience of the alien Other is also widely discussed by Jacques Valleein both 'Messengers of Deception' and his later work 'Revelations'.
If it is the case that the 'flying witch' is a black budget psychological operation, then two questions immediately emerge, why did 'they' do it? and 'how' did they do it?'
The 'why' ties in with the notion that we are somehow being prepared psychologically and ontologically for simulated alien contact and/or invasion by persons unknown. It is interesting, keeping with Steven Greer's hypothesis, that off-worlders are being cast as the 'villains', given the fat the 'entity' actually attacked a police-officer, even now, still a potent psychological symbol of power and stability. If the entity does have terrestrial origins, it is certainly interesting that out of all the 'mythological' constructs used to disguise a terrestrial technology that the 'witch' motif was used.
The 'how' is a question of technological ability.
If it is a terrestrial psy-op carried out by some 'rogue' shadow military-media-financial-pharmaco-academic governmental cabal (or more simply Control to use W.S. Burroughs term), then does the actual technology now exist to simulate a 'flying witch'. Certainly, advanced prosthetics can account for the description of 'large black eyes' and 'claws' but in terms of actual
'black technology' then by its very nature, such technology is always speculative. Having said that, it is interesting that 'flying platforms' were developed
by the military back in the fifties as the footage of the 'Hiller Flying Platform' below shows. Given the advance of technology in the last fifty years, is it so speculative to suggest that the technology has advanced to the stage where a small backpack with no visible means of propulsion has been developed?
SEGMENT 5 - Its a Jetpack or a Remote Controlled Device Man....
In the various comments concerning the wide range of 'flying entity' footage, one invariably finds the "it’s a jet-pack man" (despite the fact absolutely no noise has been reported or indeed recorded from these flying entities) or it's some kind of 'remote control device' (again, this takes into no account the
the fluid biological 'signature' movements of the entity) both these soothing ‘explanations’ are in marked contrast to the way a jet pack moves or an actual remote controlled device operates, as the videos below demonstrate.:

January 2004
It was very early in the morning 3:15 AM on Friday January 16, 2004 when police officer Leonardo Samaniego from Guadalupe, N.L. Mexico was doing his daily vigilance routine in his patrol car around Colonia Valles de la Silla not knowing the shocking experience that he was about to live, a true drama
that he will never forget.
The night was cold and dark and the streets were empty when Samaniego made a turn onto Alamo Street and immediately
noticed something very unusual.
A huge, black object fell from a tree beside the street but it stopped just before touching the ground...and then slowly landed and turned itself to face the patrol car. At that moment, officer Samaniego knew that something was wrong. So he turned on the high beams of his car to try to see what this black object that fell from the tree was.
That's when Samaniego's nightmare began.
"It was a woman...all dressed in black that fell from the tree but she didn't touch the ground, just remained floating several feet from the ground, declared Officer Leonardo Samaniego. I saw her very well and then she landed softly on the ground and stood there looking at me. She was trying to cover her face from the lights of the car, I think they were bothering her. I could see two big black eyes on her, completely black without eyelids, and her skin was
dark brown. She was all dressed in black with cloak and cape like a witch and she seemed very upset by the lights."
In a matter of seconds, the scene
turned into a terrific sequence of events almost like a horror movie...but all too real. The being jumped very fast over to - and onto - Samaniego's patrol car trying to get at him while the shocked police officer tried to runaway in reverse while shouting desperately for back-up assistance on his radio.
Stunned Officer's Eyewitness Description
Here is officer Samaniego's testimonial of these terrifying seconds that for him must have seemed like a never-ending nightmare:
"As soon as I realized it was a kind of woman being, or a witch, very strange standing there trying to cover her face, she threw herself against my car very fast, falling on the car and hitting the windshield. She was flying very fast and it took only a second to hit the windshield glass. I was so shocked by this action that I put the car in reverse and pushed the accelerator trying to get away while requesting backup assistance by radio."
According to officer Samaniego's statement, the female being was trying to grab him with her hands right through the car's windshield. She was separated
from the officer by only the few centimetres of the car's windshield. It was at this moment that officer Samaniego got his best visual look at the being he described as a "witch".
"It was a woman with big black eyes, everything was black, no eyelids. Her skin was dark brown and her expression was horrible. She was furiously trying to get me with her claws while I was running away in reverse calling desperately for backup assistance to any units around. When I finally hit the end of
the street, I was so shocked that I covered my eyes and then I fainted."
Officer Leonardo Samaniego lost consciousness after he covered his eyes trying not to see the frightening being still glued to the windshield trying to get to him. The severe amount of high stress experienced by him caused him to pass out. Some minutes later, two police units arrived as well as an ambulance that was nearby. When they got to the patrol car they found officer Samaniego unconscious. Fortunately, he was not injured, perhaps due to the fact that he never abandoned the car during the incident. That decision may have prevented a tragedy.
After several minutes, he regained consciousness and was attended by the paramedics on the ambulance.
A TV camera crew that arrived with a police unit and recorded officer Samaniego's first interview just minutes after he felt calmed enough - during the interrogation by his police colleagues. All this
occurred at the same place of the bizarre incident. Officer Samaniego stood firmly on his account, insisting that the being was a witch that could fly and attacked him and his patrol car. An extensive search was done around the area by the police units trying to find any tracks or evidence of the mysterious female being but nothing was found. The ambulance took officer Samaniego to the Hospital Universitario for a medical evaluation and he remained there all day.
Drug Tests and Psychological Tests All Negative
The Secretary of Public Security of Guadalupe, Mr. Hamlet Castilla Garcia, informed that several drug tests as well as other examinations were conducted on Officer Leonardo Samaniego to check for any toxic substances in his body like alcohol or any kind of drug. All tests were negative. Also, Dr. Edelmiro Perez Rodriguez who is coordinator of medical services in Hospital Universitario informed that after several psychiatric and psychological examinations they found Officer Leonardo Samaniego mentally and physically healthy.
Guadalupe mayor, Mr. Juan Francisco Rivera, declared the next day that Samaniego is a fine police officer in the department and there is no reason
whatever to think that he would have invented such a story. But he added that maybe it was an excess of work or too much stress that made him believe what he saw, not necessarily what really happened. He said that life sometimes puts people in weird situations that we can't explain.
Needless to say that the story broke in the television headlines the next day and the people of the community awoke to a great controversy.
Local TV Channels 2 and 34 took the story very seriously and decided to cover all the incidents and follow the case in a huge display of information through all of their newscasts for the next days. The people's response was great and literally hundreds of reports and testimonials of similar things sighted arrived at the TV station. Several witnesses were interviewed saying that they saw the mysterious black being flying over their homes.
Other Officers Saw the Same Being 3 Days Earlier
A police officer from Santa Catarina, N.L., Mr. Jorge Contreras, declared that he and two more policemen from the Regia Police saw EXACTLY the same flying being that officer Samaniego saw, but three days before. They saw it flying and decided not to say anything - until they heard about this case. Norma Alicia Herrera who lives in Colonia La Playa declared in a TV interview that she and her brother saw also the being flying at daytime and that it looked weird. She said that her brother was so stunned by the sighting that he was sick for almost a week afterwards.
A neighbour in that sector also videotaped, several days before, a strange flying humanoid being and gave the video to the TV station. The footage was released the same day during the newscast of Channel 34 and later on Channel 2 causing even more commotion among the people.
The story was also released by major newspapers like El Norte and Milenio.
The same Friday, January 16, special surveillance units were stationed where the incident took place and in the surrounding streets to protect the neighbours in case an eventual new attack. At the same time, an investigation was initiated by the Public Security Corporation in Guadalupe. Police officer Leonardo Samaniego remained in seclusion receiving his
treatment for the next two days when he was interviewed again on TV, maintaining his story in every detail.
Further Research
According to the being's description and characteristics as given by Samaniego - especially those of the eyes - I looked in my archives for any similar cases trying to sustain the theory of the humanoid encounter. I found the classic case from Flatwoods, West Virginia in 1952. The drawings are very similar to what officer Samaniego declared attacked him. Of course, the Mothman
story came to mind, also from West Virginia but in 1966 - a still unsolved case of a strange humanoid.
These are famous cases that remain an enigma.
Reviewing the footage taken by a witness of the strange flying entity, I found the shape of this being or object very unusual in terms of any ufological analogy but not so in my dossier of evidences of cases in which I have found similar reports of humanoid shaped entities or beings. Here in Mexico, we
have been witness to several cases of extremely rare humanoid-shaped flying things, objects, entities, beings or whatever the definition may be. We simply don't have any idea what these strange figures are that resemble a human flying in the sky without parachute or any propulsion device, defying all known laws of physics.
These kinds of things have been witnessed and taped more than a few times here in Mexico and we still don't have any clue of what this next level
phenomena may represent. The case of officer Samaniego is now another challenge to confront and most probably will remain inconclusive and unexplained.
But we have witnesses, evidence and testimonials that something very real and weird is happening in the sky, and now among us, maybe a frightening menace or just an encounter with the unknown. In any case, Friday January 16, 2004 will remain seared in officer Leonardo Samaniego's memory as the night that he confronted the horror of encountering the unknown.
